Jury finds Milliard 'not guilty' on all counts

RIDGWAY - The three-day trial of Francis Anthony Milliard, 55, of Ridgway ended in Elk County Court Friday with the jury returning 'not guilty' verdicts on 18 felony counts of arson and related offenses filed against him in the wake of a 2008 fire at his 115 First Ave. property.
