Though rain and wind forced a change of location, the weather didn't put a damper on Wednesday afternoon's flag-raising ceremony at Penn Highlands Elk.
The Donate Life flag was presented by CORE (Center for Organ Recovery and Education) to Penn Highlands Elk so that it can be raised at a later date to raise awareness for organ donation.
